In a nutshell: when your business is stable and your content does not require frequent updating; i.e. your products, services and prices are set and you do maybe 1-4 promotions per year.
A content management system comes with its fair share of regular system maintenance. While hosted systems (Squarespace, etc.) will cost you a fair bit for the privalege.
